\na apport\u00e9 des changements
\net des amendements sur la loi au sujet de l’acquisition \u00e9trang\u00e8re de la propri\u00e9t\u00e9 au Liban, qui a \u00e9t\u00e9 propos\u00e9e par le Cabinet le 13 d\u00e9cembre 2000.

\nLa loi No. 296 fournit la motivation et les incitations pour l’investissement \u00e9tranger en faisant deux \u00e9tapes importantes :<\/p>\n

1 simplifiant et soulageant les limites l\u00e9gales sur l’acquistion \u00e9trang\u00e8re de la propri\u00e9t\u00e9.<\/p>\n

2 diminuant les taxes d’enregistrement de propri\u00e9t\u00e9s \u00e0 5% pour les investisseurs libanais et \u00e9trangers.<\/p>\n

Loi 360 \u00abd’acquisition \u00e9trang\u00e8re de propri\u00e9t\u00e9 au Liban \u00bb<\/p>\n

Consid\u00e9rant que la loi ancienne avait limit\u00e9 l’acquisition de la propri\u00e9t\u00e9 par des \u00e9trangers \u00e0 5% dans chaque Mohafaza, la loi actuelle permet \u00e0 des \u00e9trangers d’acqu\u00e9rir 3% de la surface totale du Liban ind\u00e9pendamment de l’endroit g\u00e9ographique \u00e0 une condition : les \u00e9trangers ne peuvent acqu\u00e9rir plus de 3% de la surface totale d’un caza.<\/p>\n

Une exception \u00e0 cette condition estBeyrouth, o\u00f9 on permet aux \u00e9trangers d’acqu\u00e9rir jusqu’\u00e0 10% de la surface totale du capital.<\/p>\n

Les \u00c9trangers peuvent maintenant acqu\u00e9rir 3,000m2 de terre sans passage par un d\u00e9cret du Conseil des Ministres.
\nL’autorisation d’acqu\u00e9rir une parcelle de terrain pour un projet sp\u00e9cifique doit \u00eatre ex\u00e9cut\u00e9e au cours d’une p\u00e9riode de cinq ans (prolong\u00e9e seulement une fois pour cinq ann\u00e9es additionnelles si demand\u00e9).
\nLes \u00e9trangers peuvent acheter plus que 3,000m2 sujet \u00e0 un d\u00e9cret du Conseils des Ministres.<\/p>\n

La loi a abaiss\u00e9 les frais d’enregistrement immobiliers \u00e0 5.8% pour les investisseurs libanais et \u00e9trangers. Ces honoraires d’enregistrement 5.8% incluent les honoraires de municipalit\u00e9 de 0.25%, le droit de timbre de 0.3%, les honoraires de syndicat des avocats de 0.1%, et un 0.1% additionnel si l’enregistrement a lieu devant notaire.
\nAinsi, les honoraires d’enregistrement,, ont \u00e9t\u00e9 r\u00e9duits de 1% pour les investisseurs libanais et 11% pour les investisseurs \u00e9trangers.<\/p>\n

Statistiques et faits concernant le secteur immobilier au Liban<\/p>\n

BEYROUTH: Le march\u00e9 immobilier du Liban a v\u00e9cu une \u00e9l\u00e9vation spectaculaire en ce qui concerne aux investissements qui ont \u00e9t\u00e9 inject\u00e9s sur le march\u00e9 immobilier libanais.
\nCes investissements proviennent d’ Arabes, expatri\u00e9s, et des investisseurs d’\u00e9trangers.
\nVous pouvez jeter un coup d’oeil \u00e0 quelques nombres pour avoir une id\u00e9e au sujet des investissements int\u00e9ressants sur le march\u00e9 immobilier libanais.<\/p>\n

Les investissements arabes sont \u00e9valu\u00e9s \u00e0 $3.35billion en 2007, en hausse de 47.5 pour cent de $2.3 milliards de 2006, et une \u00e9l\u00e9vation de 88 pour cent de $1.8 milliards de 2005.<\/p>\n

Les investissements arabes ont atteint un record depuis 1995, \u00e0 24 pour cent en 2007 , compar\u00e9s \u00e0 13.7 pour cent en 2006, 4.8 pour cent en 2005, et 17.6 pour cent en 2004.<\/p>\n

Le Liban \u00e9tait le deuxi\u00e8me plus grand destinataire de capital arabe parmi d’autres pays arabes,en 2007 et le plus grand destinataire du capital arabe en 2003.<\/p>\n

Les investissements arabes au Liban \u00e9taient fondamentalement dans le secteur immobilier.
\nCeux-ci ont compos\u00e9 60 pour cent d’investissements totaux dans le pays.<\/p>\n

Dans toute r\u00e9gion, le secteur immobilierau Liban a re\u00e7u la majorit\u00e9 de capitaaux arabes et \u00e9trangers, avec une grande pouss\u00e9e dans la demande sur le secteur immobilier libanais.<\/p>\n

Le march\u00e9 immobilier du Liban \u00e9tait le destinataire primaire de tous les investissements arabes et a constitu\u00e9 80 pour cent de tels investissements.<\/p>\n

Les transactions immobili\u00e8res de ventes au Liban dans les cinq premiers mois de 2008, ont mont\u00e9 par 20 pour cent compar\u00e9s \u00e0 la m\u00eame p\u00e9riode de l’ann\u00e9e pr\u00e9c\u00e9dente (2007)<\/p>\n

Les imp\u00f4ts fonciers ont \u00e9galement su une \u00e9l\u00e9vation de 55 pour cent pour atteindre LL 205 milliards.<\/p>\n

Le minist\u00e8re libanais des finances a \u00e9valu\u00e9 l’\u00e9l\u00e9vation au cours des derniers mois de par 72 pour cent pour atteindre $1.993 milliards.<\/p>\n

Les investissements ont \u00e9t\u00e9 distribu\u00e9s entre Beyrouth la capitale et les autres r\u00e9gionsdu Liban.
\nLa majorit\u00e9 d’imp\u00f4ts fonciers rassembl\u00e9s en cinq premiers mois de 2008 \u00e9taient dans :<\/p>\n
